Despite the charges now made by the Child Maintenance Service for assessing, collecting and enforcing child maintenance, the number of cases they are dealing with has increased.

It was imagined that the charges would encourage parents to negotiate and deal with child maintenance payments directly. The payer is charged to pay the maintenance through the CMS, and the other parent is charged to receive it. The child is clearly left worse off as a result.
